A delegation of technology and innovation leaders from Hong Kong embarked on a strategic trip to Jakarta, marking a significant diplomatic and technological outreach to Indonesia. Representing diverse sectors of Hong Kong’s vibrant tech ecosystem, the delegation comprised representatives from leading technology hubs and the Government of Hong Kong. Key representatives include Cyberport Hong Kong, the Hong Kong Legislative Council, Hong Kong Science and Technology Park (HKSTP), Hong Kong Trade and Development Council (HKTDC), and the Information Technology Joint Council (ITJC). 

This pivotal visit to Bappenas, the Indonesian Ministry of National Development Planning, was strategically organised to explore and potentially establish robust cross-regional collaboration opportunities, focusing on emerging technological domains such as artificial intelligence and digital innovation.

Bappenas, formally known as the Ministry of National Development Planning (Kementerian Perencanaan Pembangunan Nasional), is a pivotal governmental institution in Indonesia with a rich history dating back to the country’s independence. Established on 12 April 1947, the ministry has been instrumental in shaping Indonesia’s developmental trajectory through strategic planning and policy formulation.

The organization’s primary mandate is to assist the President in organizing state government affairs, with a specific focus on national development planning. Its responsibilities extend across multiple domains, including economic, social, and infrastructure development..

Bappenas is responsible for creating comprehensive development plans that guide Indonesia’s progress, ranging from short-term annual strategies to long-term national development frameworks.

The ministry’s operations are guided by critical legislative frameworks, including Law No. 25 of 2004 and the Long-Term National Development Planning Law No. 17 of 2007. These laws define its structure, responsibilities, and operational guidelines, ensuring a systematic approach to national development planning.

Currently led by Minister Rachmat Pambudy, who was appointed by President Prabowo Subianto on 21 October 2024, Bappenas continues to play a transformative role in Indonesia’s developmental landscape. The ministry maintains its headquarters in Jakarta and operates with a comprehensive mandate to drive strategic national progress.

Cyberport Hong Kong: A cutting-edge digital technology hub established in 2000, Cyberport is a strategic initiative of the Hong Kong Special Administrative Region Government. Located on Hong Kong Island, it supports over 1,700 companies with a focus on fintech, artificial intelligence, cybersecurity, and digital technologies. The hub provides infrastructure, startup incubation programs, and networking opportunities to transform innovative ideas into successful businesses.

Hong Kong Science and Technology Parks (HKSTP): Established in 2001, HKSTP is a premier innovation hub in the New Territories’ Pak Shek Kok area. The 22-hectare complex supports approximately 1,100 companies across four core technologies: advanced manufacturing, artificial intelligence, biotech, and green technology. It offers research facilities, laboratories, and a robust ecosystem to promote innovation and technological advancement.

Hong Kong Trade and Development Council (HKTDC): A statutory body established in 1966, the HKTDC plays a crucial role in promoting Hong Kong’s international trade. With over 40 global offices, the organization provides trade exhibitions, business missions, and market research services. It supports small and medium-sized enterprises and has increasingly focused on innovation and technology through specialized conferences and networking events.

Information Technology Joint Council (ITJC): A collaborative platform representing stakeholders from Hong Kong’s IT sector, the ITJC brings together industry, academic, and government representatives. The council addresses IT sector challenges, promotes technological innovation, and develops strategies to support the growth of Hong Kong’s digital economy through talent development and policy recommendations.
